The UHI (Urban Heat Islands) project is funded under the Central Europe 2007/2013 Territorial Cooperation Program and has as its general objective the study of the phenomenon of “Urban heat islands”. The project aims to analyze this phenomenon and find measures aimed at its mitigation through more effective risk management for human health, the inclusion of preventive warning measures in existing civil protection systems and the reduction and containment of the phenomenon.

The UHI project aims to analyze the phenomenon of “urban heat islands” in order to define policies and initiate transnational initiatives for the prevention, adaptation and mitigation of the risks associated with temperature increases in built-up areas.
This will also be implemented by tracing appropriate models for the construction and transformation of urban areas and by proposing suitable measures, regulations and projects, to be included in the territorial and urban planning tools.

The specific objectives of the project are:
– better knowledge of the UHI phenomenon, the risks associated with it and its interactions with climate change also through the analysis of European policies at various levels of government;
– the definition of appropriate strategies for the mitigation of the UHI phenomenon and adaptation to the effects generated by it, including through the study and study of targeted techniques;
– the development of new proposals for better “governance” of the territory and more effective risk management for human health, through the inclusion of preventive measures of alert / reduction / containment of existing civil protection systems;
– the definition of methodologies and appropriate urban planning and building / recovery policies, designed to reduce the effects and consequences of the UHI phenomenon, within the framework of territorial / urban planning tools;
– the experimentation of concrete solutions, applicable in the reference territorial situation, aimed at containing the UHI phenomenon and creating a permanent network for monitoring.

– Realization of the Regional Manual (handbook), which must contain standard solutions and indications of urban planning techniques applicable in the territorial context of reference.
– Activation of a “Decision Support System” (DSS) validated at transnational level to guide policy makers in defining urban planning policies capable of mitigating the phenomenon of heat islands
– Urban planning feasibility study: pilot mitigation and adaptation action in eight pilot cities in central Europe
– Information campaign on the problem of heat islands and a portfolio of strategies to combat this phenomenon
